Official Franklin County Contacts
Start with the record holder. The sheriff is the strongest route for county custody and booking records. City police departments are the proper starting point for a municipal incident report. The court clerk addresses case and docket questions after booking.

The county public-records coordinator is the Office of the County Mayor, 855 Dinah Shore Boulevard, Suite 3, Winchester, TN 37398, (931) 967-2905. Its county policy identifies the Sheriff Department custodian as the Chief Deputy. Ask the sheriff first for booking-record routing, then use the county form if a written copy request is needed.
- For a Franklin County booking record or an existing releasable booking photo, use the sheriff's public-information route and the home page's request procedure.
- For a current county-custody question, use the sheriff's Look Up route if it is live, or ask the sheriff which records channel applies.
- For a possible warrant, contact the sheriff's Warrants Clerk, the Circuit Court Clerk, or an attorney. Do not rely on a third-party hit.
- For a release notification, use Tennessee SAVIN or VINELink rather than a news post.
- For a TDOC custody or supervision record, use Tennessee's FOIL system; federal and ICE custody require their separate locators.
